§ Country Overview & Administrative Framework

Exchange Foreign Driving Licence with DVLA: Designated Countries & Process

If you take up permanent residence in the United Kingdom, your right to exchange your foreign driving licence without sitting the UK driving test depends on whether your licence was issued in the EU/EEA or in an officially Designated Country under the Road Traffic (Driving Licences) Order.

Holders of valid licences issued in EU/EEA countries can drive in the UK until age 70 or for 3 years after becoming resident (whichever is longer) and can exchange their licence at any point during its validity. For non-EU drivers, the UK maintains bilateral reciprocity with designated countries and territories, including: Australia, Barbados, British Virgin Islands, Canada, Falkland Islands, Gibraltar, Hong Kong, Japan, Monaco, New Zealand, Republic of Korea, Singapore, South Africa, Switzerland, Taiwan, Ukraine, United Arab Emirates, and the Channel Islands / Isle of Man.

To exchange your licence, you must have been resident in the UK for at least 185 days and submit your application within 5 years of becoming resident. You must send your original foreign licence, application form D1, identity documents, and fee to DVLA Swansea. Your original licence is surrendered and returned to the foreign licensing authority.
