§ Country Overview & Administrative Framework

UK Provisional Driving Licence: Application, L-Plates & DVSA Test Roadmap

To learn to drive a car, moped, or motorcycle on public roads in the United Kingdom, you must hold a valid UK provisional driving licence issued by the DVLA. You can apply for a provisional licence from the age of 15 years and 9 months, though you cannot legally drive a car on the road until you reach your 17th birthday (or 16th birthday if receiving the enhanced rate mobility component of PIP).

Holding a provisional licence comes with mandatory statutory conditions: 1) You must display prominent red L-plates (or D-plates in Wales) on the front and rear of the vehicle; 2) You cannot drive on motorways unless accompanied by an approved driving instructor (ADI) in a dual-controlled car; 3) You must be accompanied by a qualified driver who is at least 21 years old and has held a full Category B driving licence for at least 3 years.

Once you hold a provisional licence, you can book and sit the DVSA Theory Test (consisting of 50 multiple-choice questions and 14 hazard perception video clips). After passing the theory test, you have a 2-year window to pass the DVSA Practical Driving Test, which earns you your full pink UK photocard licence.
