§ Country Overview & Administrative Framework

New Zealand Graduated Licensing System: Learner, Restricted & Full Licence

New Zealand operates a globally recognised Graduated Driver Licensing System (GDLS) designed to ensure new drivers gain vital experience under progressively lower-risk conditions. The system applies to all applicants for Class 1 (car) and Class 6 (motorcycle) licences and consists of three distinct stages:

Stage 1: Learner Licence (minimum age 16): Obtained by passing the 35-question computerised Road Code Theory Test (at least 32 correct). Conditions: You must display black-on-yellow L-plates on the front and rear of your vehicle at all times, have a zero alcohol limit, and you can NEVER drive alone — you must always be accompanied by a supervisor who has held a full NZ licence for at least two years.
Stage 2: Restricted Licence: Obtained by passing the 45-minute practical restricted driving test. You can now drive on your own, but you CANNOT drive between 10:00 PM and 5:00 AM, and you cannot carry passengers without a supervisor unless they are your spouse, children, or dependents.
Stage 3: Full Licence: After holding your restricted licence for 18 months (reduced to 12 months if you complete an approved advanced defensive driving course, or 6 months if aged 25+), you pass the 30-minute full licence practical driving test to receive your unrestricted full licence.
